This is a superb Bb Tenor Saxhorn made by Daniel Hess, New York c.1864.  Hess was known as a maker of brass Instruments from 1860 to 1886. He was also known as an. dealer and importer of accordians and concertinas. The instrument employs "Berliner Pumpen" valves common in European and US Civil War era band instruments (scroll down for valve detail photo below).  It is 31 inches tall with a 9 inch bell and finished in raw brass with nickle silver bell garland and trim. It plays in high pitch (A=454) with a clear centered sound equivalent to modern instruments.
